Whats the difference between a DVD recorder and a DVR. Can I record High Definition TV off my DTV converter box?

No you cannot record High Definition TV from your DTV converter box as the box can only put out 480i converted video. It is intended for an analog TV.

A DVR can record standard definition video or High Definition video if designed to do so where a DVD recorder can only record standard definition video. DVD is a standard definition format. Some DVD recorders can upconvert to near HD for output to TV but cannot record that to DVD.
